when will india be a develpoed country

PM Narendra Modi wants India to become a developed country by 2022. But the country is so far behind on indicators that it looks impossible.

but in my opinion India still wants to develop which I'm coming to say is
every streets should be clean and avoid plastic

but on 2019 they announced a rule not to use plastic
like this one one rule should come
like no to split on streets etc..
