While sitting in a school bus we are in motion because when the bus stops we are staged frontwards. It is the law of inertia or Newton's first law of motion -
An object remains in the same motion , until force is applied to stop it.

If I am is sitting in the bus then I am in the state of rest but If I am sitting on the outside of bus I think that the bus is in the state of motion this is the part of frame of reference
