Initially the body is at rest so exhibit inertia of rest so it takes more force in putting the body in motion. Once it is set to motion, it exhibit inertia of motion and we put our force in the direction of the initial motion of body.

Hence less force is needed to oppose the frictional force acting between the object and the surface.
