On 5th may 1789, Louis sixteen called an assembly of estates general to pass the proposal for new taxes for the third estate because long years of war had drained the resources of france. to meet its regular expanses such as maintaining army, the court, running government offices or universities the state was forced to increase taxes for the third estate.
