An individual organism moves into a new population; But the organism must be part of the Effective population (Ne), ie: it has to reproduce. If it doesn't reproduce, it doesn't cause gene flow.

The process of flow of gene takes place in an exchange when one population from another place shifts to the population of the other place and vice-versa
