The rain shadow region of south India is formed in Tamil Nadu.

Tamil Nadu has the western ghats on its west which happens to keep Tamil Nadu on the Leeward side of the Ghats and as such the rains from western side of India are not able to reach Tamil Nadu.

Consequently Tamil Nadu remains dry.

As a matter of fact, the rain fall in Tamil Nadu is less that the average rainfall in other areas of India.
