Leaves are the major region where sugar is synthesized. Leaves undergo a process called Photosynthesis which synthesizes glucose in the presence of light and chlorophyll.  

Hormones are chemical co-coordinators which are released at multiple regions of a plant such as roots, shoots and stem etc. These hormones act as accelerator to perform actions in plants. Few of them are Auxins, cytokines and gibberellins etc
