Where should india invest more – human capital or human development?

India should invest more to educate people better. As we can see that students are taking degrees rather than taking knowledge. Nowadays it's too easy to become a post graduate even without a single day attendance in the classes. In the end they have a degree without knowledge which is not useful at all. In my opinion, there should be investment to drive true potential of the youth as due to their lack of knowledge, they end up with low paying jobs.
