According to the poet the tiger should have been in the forest and not in the zoo. The jungles are is his ideal home and not any cage or bound place.

EXPLANATION:

In the poem 'A Tiger in the Zoo' by George Leslie Norris a wild tiger had been trapped and placed in a cage in a zoo. The tiger was not at all happy with his present situation. If he hadn't been in the zoo he would be wild and independent in the forest.

He would have been roaming stealthily in the forest hiding behind the wild grass that camouflaged him perfectly. he would be hunting wild animals, pouncing on them or else, he would be frightening the village folks and stealing his prey from them.
