Answers
We can answer this question in the Indian context.
India ia a secular country guided by a constitution which is not based on any religion.
Govt acts on the principles of a welfare govt promoting as well as supporting and upholding fundamental rights given in the constitution that also guarantee right to live with dignity.
There is freedom to practise one's religion but if any practice is inhuman or against the basic principles of the secular constitution then government can interfere and make laws to ban such evil practices as infanticide no matter if any religion allows it.
For example - Sati Practice was banned in 1929 though it was a tradition with religious backing.
So, Govt has all powers to make laws to curb evil and inhuman practices in accordance with the constitutional provisions.
