Under the Plan of 1772, a Sadar Nizamat Adalat was instituted at Calcutta. In 1775, it was substituted to Murshidabad in order to avoid any resistance from, and dispute as to command with, the Supreme Court. At Murshidabad, it was placed under the authority of the Naib-Nazim Reza Khan.

Sadar Nizamat Adalat was established because the courts had converted into the means of power rather than of judgment.
