Yes , the water is the common resource because without it we can't live....we have many things in our everyday life which requires water.....like..cooking food , wash our clothes,and many things...

Water is a renewable resource but when it comes to fresh water then it's a bit complicated because even renewable resources take time to regenerate (since they use a very less time compared to non-renewable resources they are renewable) but when they are overused even renewable resources start exhausting.
Though the fresh water produced by nature (rainfall) is enough to fulfill needs of all the creatures and (around 8 billion humans) we utilise only a small percent of that.Thats why we face shortage of water (especially potable water).
Also,everyday a lot of water is wasted due to day to day activities (like watering plants with pipe,using shower instead of bucket and mug for bathing etc.).
So,it isn't wrong to say that water isn't a common resource.
But if we were to utilise all that water,stop polluting the water and stop wasting the water in our day to day lives then we can say that water is a common resource.
