Raja Rammohun Roy was the first Indian leader to start an agitation.In his writings on economics he showed that the basic cause of India's .... by foreign imperialism more than outweighed some of the beneficial aspects of the alien rule.

The reservation is first started by a Chatrapati Shahu Maharaj of Kolhapur, Maharashtra(Note that he was one of the descendant of Ch.Shivaji Maharaj from upper caste known as Maratha), in 26 July 1902 the idea of reservation came from Mahatma Jotirao Phule(Maharashtra).
