The most reactive is Cl.
The reactivity of non metals depend on their z-effective and size.
More the z-effective, more is the reactivity.
Lesser the size, more is the reactivity.
Idealy Fluorine should be the answer but due to very small size of fluorine,the incoming electron feels force of repulsion by the fluorine electrons.This makes it less reactive than Chlorine.

Fluorine due to High Electronegativity of 4 where as Chlorine has Electronegativity 3 and Bromine has Electronegativity 2
