Article 75 of the Indian Constitution describes the collective responsibility or the collective liability of the Councils of ministers or Cabinet.

The Council of ministers is the large body which comprises the seniomost and the faithfull person of the Prime Ministers.

It is said that the Council of ministers is the body which shrink and swim together and also stand and fall together.

The Councils of Ministers are collectively resposible to the lok sabha for there acts.
The Principl of collective responsibility is exercised in mainly two ways. These are ---

1). When the motion of no-confidence is passes in the parliamen, then the Council of ministers have to resign collectively.

2). All the ministers ate collectively responsible for the decision of the cabinet meetings. It does not matter that the ministers have some issues in the meetings for the decision of the government.
