Hi,
In my view the aspect that describes that democracy is a government of the people is that the government itself is put in place by the people.
So due to the fact that the government in place is through the authority of the people, I would believe that is the most important aspect. Democratic government is normally described as a rule of the people this implies that those who are in power are actually in their position after being elected by the people.
