In its conception of the belief systems of individuals and coalitions, the framework has three basic points of departure, basically an expected utility model in which actors weigh alternative courses if action in terms of their contributions towards the goals. but in which the refrences of prefered group are accorded a more perminent role.

       These however re only starting points for they tell us very little about what will happen when experience reveals anomalies.
