The Ninth Amendment in the Constitution of the United States, refers to the rights of United States citizens, that are not specifically mentioned in the Constitution.

The Courts regard the Ninth Amendment as a bar on the expansion of governmental powers, on unenumerated rights of the citizens, without limiting the powers of the government in any way.

This Amendment was proposed by the United States Congress in 1789 and passed later.
