In option (1) two are connected in parallel and their equivalent is connected in series to the third resistor.

In option (2) same condition as in option (1).

In option (4) due to the presence of a resistanceless wire connected in parallel to the other three resistors, current will always pass through only the wire since current wants to pass through least resistance, and hence we'll say that the other resistors here are short circuited.
