Which device converts sliding friction into rolling friction

An object undergoing rolling motion doesn’t have any friction between the wheel and the ground. The reason for this is that conceptionally there is no motion between the point where the wheel and the ground touch; each instant in time produces this motionless result. So when an object goes from sliding to rolling, the friction on the surface becomes negligeable.
Friction arises due to the surfaces not being perfectly flat, so, if there was a residual effect of the rough surface, it may affect the direction or speed of the motion, as a wheel is disrupted on a bumpy road.
