Which element do not have any electron?

It's not the element that contains electrons. It's the atoms (that make up the element) that contain electrons.

There is no atom in the universe that doesn't contain atleast one electron.

Theoretically it's possible to remove all the electrons from an atom (infact in some cases it's practically possible to do so too). This atom will now be called an ion. But still you should say that this particular ion of the element doesn't have any electrons.

Whatever you do, saying that some element ‘X’ has no electrons will be scientifically absurd.

Unlike protons, the number of electrons can and does change without affecting the kind of element an atom is.  It is not always the same as the number of protons and electrons. For example, hydrogen has one proton and one electron, but it doesn't have any neutrons at all! . . So there's no element without ELECTRON.
