Free state means in a non bonded state, i.e. the element already has its octet of electrons complete, therefore no bonding is required for their stability.

Such a case is seen with Noble Gases or Group 18 elements having configuration ns2np6 (exception* Helium having only a duplet complete with configuration 1s2).Hence, Nobel gases exist in free state in general.
