if you consider what happened in 1789 it was a constitutionnal reform idealized by historians of the Républicans ( the victors ), by the brief popular assault on la Bastille - mainly a coup organised by swiss bankers to force Louis XVI to retake Necker in his government ) anf the Oath in the Tennis Club of Versailles ( Jeu de Paume ) because Louis XVI closed the Menu-Plaisirs room.

if you consider what happened in 1792 the Jacobine Terror during the Directoire it was caused by the threat of the Emperor of the Holy Roman Empire towards the new french governance

if you consider the string of events that led to the convocation of the Etats Généraux, it is the need of funds that the Bourbons had to pursue a gigantic battle between french Bourbons and the British East India Company over trading dominance between North America ( fur, sugar and cotton ) and Europe, and trading between India and Europe. Interestingly Napoleon just replaced the Bourbons in this game, just a few things were modified, now people were fighting for France civilisation to support Latinity. What did the Boubons need these funds for? presumably to relaunch the harbor of Antwerp and to open a new commercial line through Egypt.
