The answer  is number 2,because once water vapour  rises it condenses and falls down as rain thus increasing  amount  of water in the earth.After rains water will be drainned to water bodies like rivers lakes and oceans etc.Also water in the earth surface are retained by roots and soil,when their is rains some small percentage of water are retained in the soil of which it plays a big role in making sure that it provides  life to plants.
