The following events preceded the Government order of 13th August, 1990:

a. The Government of India had appointed the Second Backward class commission in 1979, headed by B.P. Mandal to determine the criteria of identifying socially and educationally backward classes.

b. Also, to determine the steps to be taken for their upliftment.

c. The Commission so appointed gave its report on 1980 and recommended 27% reservation for socially and educationally backwards classes in Government Jobs.

d. During the Lok Sabha elections of 1989, the Janta party in its manifesto promised to implement the report.

e. As it came to power, V.PSingh, then Prime Minister it was decided to implement the recommendations of the report.

f. The President in his address to the Parliament declared Governments intention to do so.

g.On 6th August, 1990 cabinet took the decision to implement the report.

h. Prime Minister V.P.Singh informed both the houses of the Parliament.

i. The decision of the cabinet was then sent to the Department of Personnel and training which prepared the order and sought minister's approval. An officer signed an order on government's behalf and order was thus issued.
