In my opinion, I would be choosing the option A.

It is because of the reason that the reflex means the quick action taken by the body in order to keep it away from the harm. This is done by the CNS, and a quick nerve impulse makes the quick action. In option A, the irritation due to cough represents the body is in an uncomfortable state and wants to get rid of that uncomforting feel, so in order to get comfort our body shows the action of reflex in the form of coughing, to get the cough out.

And in all the other options, the work is done by the brain, in option A, the message is sent to brain after the reflex has taken place.

Another example for the understanding can be taken from the touching the hot object and taking the hand back due to the reflex action.
