There are 2 main reasons:

1. Noise is a very strong function of exhaust speed. Normal Aircraft speed is limited by exhaust speed. Since many military/fighter jets have to go faster, they have faster exhaust, which makes it louder.

2.They have a low bypass ratio. They are more concerned with instantaneous performance rather the fuel efficiency or noise. So they decrease the bypass ratio to achieve more thrust and hence creating more noise or sound.
