Chhatrapati Shivaji Maharaj only conquered forts of strategic importance to him and his empire. He would never have wasted his royal resources in conquering forts that were not important.
Two forts come to my mind.
Daulatabad as a theme existed during 1250’s AD and later on was never an important fort on the list.
Janjira was a sea fortress with deep sea surrounding the fort. It may not have been what it is today during 1640’s and 1650’s when Shivaji’s campaign against Mughals and Adilshah of Bijapur had began. Morever, Shivaji may have felt that there were important forts inland to look first and concentrate for. When the question of defences from the sea route came up, Shivaji invested in Sindhudurg and Vijaydurg forts near Malvan.
