Static friction" would be more stronger than kinetic friction. The reason behind this is that static friction acts when the body is at rest. So, more number of interlocking between the object and the surface for a long time which is required to be overcome first. Whereas in motion, the contact of the object with the surface is for a short time duration, thereby no strong interlocking takes place between them.
