Lord William Bentink was the Governor General of India who decided to make English as the medium of instruction in India.
Thomas Macaulay, a British historian and former secretary to the Board of Control urged William Bentink to reform education and introduce English as medium of instruction. So English Education Act of 1835 was passed and one of its feature was the introduction of English as the medium of instruction in higher institutions.
