In NH3 nitrogen is more electronegative
so hydrogen are pulled towards nitrogen (I.e. upwards side ) and also force of lone pair of nitrogen is in upwards direction.
so net force in is upward direction
Now for NCl3 , Cl is more electronegative than nitrogen so Cl atoms pull nitrogen towards itself(I.e. towards down ) and force of lone pair of nitrogen is in upwards direction.
so net force is less as compared to NH3
SO MORE DIPOLE FORCE IS OF NH3
