The division of 6 rivers system of the sub continent, at the time of partition was made under an agreement called the Indus Water Treaty.
Under this agreement, the eastern rivers whose course ran more through India were allocated to them. These eastern rivers are Ravi, Sutlej and Beas. The major head works of Ravi and Sutlej two major rivers was allotted to India.
On the other hand, the charge of three western rivers, Indus, Chenab and Jhelum which enter Pakistan via Kashmir was given to Pakistan.
Since, the water of all these rivers pass more through India, thus, India was allowed full control over their eastern rivers but they could also use the western rivers allotted to Pakistan in a limited manner such as for irrigation and power generation. Therefore, India shares the waters of Chenab, Jhelum and Indus river with Pakistan.

According to the Article 5.1 of the Indus Waters Treaty, the water from the rivers Ravi, Sutlej, Beas, Jhelum, and Chenab, that join the river Indus on their east at the left bank in Pakistan are to be shared by the two countries.
The rivers Indus, Jhelum, and Chenab have been given to Pakistan and the rivers Sutlej, Beas, and Ravi have been given to India. India has been given the permission to construct hydroelectric power projects that do not stop the continuous flow of water into the country of Pakistan.
