I would say that water is a better way of making electricity as it is a cleaner fuel. Making thermal power and converting that to electricity would require coal. Burning coal produces ashes and harmful gases which are not good for the environment. Hydroelectricity is environmetn friendly though it is a bit more expensive than thermal, i.e, coal.

Fossil fuel ,power plants burn carbon fuels such coal, oil or gas to generate steam that drives large turbines that produce electricity.

so I think coal is the better option for generating electricity.

The main type of fuel used is coal, because it allows large amounts of electricity to be produced in one place. Coal currently accounts for over 70 per cent of Australia's electric power. Electricity is generated through coal-fired power stations.
