Democracy is better.
It is better because Democracy is of the people, for the people and by the people.
India is the largest democratic country.
People above 18 are allowed to vote in Indian Democracy.

in democracy , these rights are revised:
->right to vote
->rights to freedom
->rights to express veiws
->rights to social religions
->rights to religious freedom
->transparency
->rights to political freedom
etc.....
in monarchy ,usually democracy is missing.but, in a monartical government ruling place,economic development is very rapid. decision taking is often fast and usefull, as only a single person is ruling .
democracy is often very slow , has less victory and will not composite for economic development that big.
but still,it is peoples own government and citizens enjoy lot of rights and power.thus,democracy is better and best.
