NO2 being a electron deficient group will have a tendency to pull electron
And it will have negative inductive effect
Hence will reduce the extra negative charge on oxygen
However CH3 will show positive inductive effect
And will donate it towards oxygen and increase the negative charge and destabilize it
Hence Compound 1 is more stable.
