Static friction is bigger than sliding friction. but static friction not always
bigger than sliding friction.

This cannot be said because friction force comes into action when there is a tendency to slip . And if this tendency increases the frictional force also increases and gradually it will reach to its maximum limit beyond which is the tendency or force increases the object will surely slide of and this maximum limit of friction is always greater than sliding friction
But if the tendency is small then the frictional force is also very small thus as a result the sliding friction will great than static friction in this case
Hence to compare static friction and sliding one has to take care of all the conditions
