Yes,SnCl4 has more covalent character than SnCl2 . ... You can also say this as SnCl2 is more ionic than SnCl4, as SnCl2 can easily dissociate into its ions when in aqueous form ( strong electrolyte ) while SnCl4 partially dissociates making it a weak electrolyte.
