Now Steel is an alloy of iron and carbon and it is also very strong both in tension as well as compression. However, the property of complete recovery of the material to its original shape without any permanent deformation is called as being elastic. To understand this look at the stress-strain curve of Steel shown in the link below :

Difference Between Stress and Strain

From the above link, the typical stress~strain diagram of a typical ductile material like steel can be seen. In this diagram, the initial straight line form of the diagram is the Elastic portion of the stress vs strain curve. Within this elastic portion, if the stress is released, the material will fully recover to its original length and form.

So, the ability to deform the given material to a higher level of stress without any permanent deformation (within the elastic portion) is obviously more in the case of Steel compared to the Quartz.
