Phosphorus electron configuration is 1s2,2s2,2p6,3s2,3p3, nitrogen has 1s2,2s2,2p3; the electronegativity is a property of valence electrons (energy it takes to remove the electron) in nitrogen it is second shell (2s2,2p3) while in phosphorus it is the third shell (3s2,3p3), more remote from the nucleus and therefore easier to remove.
