I dont think there would be any oxidising agent in the reaction between H2 and Cl2 because H2 + Cl2 gives rise to 2HCl

Only reduction seems to be taking place.

OR

Cl2 might be the oxidizing agent because Cl2 is getting reduced so in turn it becomes the oxidizing agent.
