Half of 100 is 50. So, the smallest number that rounds to 500 is 500 - 50 = 450.
(or)
Given the number is 500. As u can see the ten's digit is 0.
There is a rule:
If the digit is 0,1,2,3,4. Then the hundreds digit does not change and we have to round to the previous hundred.
500 ~ 450.
Therefore the smallest number which when rounded to 500 is 450.
(2)
The greatest number that round 500 to the nearest 100 would be 500 + 50 - 1 = 549. It won't be 550 because of 550 rounds to 600.
Hope this helps!

Since the rounding is of to the nearest 100's , the smallest number will be in the range of (450, 499) both inclusive
Since its asking about the smallest number , the number that is the smallest will be 450
For the largest number the range may vary between (501 , 549) both inclusive
This means that any number rounded of to the nearest 100's will be 500
Since it is asking for the largest number , the number will be 549
So,
both the numbers largest( 549) and the smallest (450) when rounded of to the nearest 100's will result in 500
