There is no proper date mentioned between Sanskrit and Tamil. As both are ancient Languages.Sanskrit was never spoken down south. There has been poems, brahmi tamil existed during that period and it is believed that Ravana spoke Tamil locally, which much existed even today in Lanka and Tamil Nadu, where Ram is happen to speak in Sanksrit.
Ravana was a Brahmin by birth and was trained in the Vedas and Sanskrit grammar and all the 64 arts.He is trained scholar.Even Ravana composed and sang the Shiva Thandava stotra which is entirely in Sanskrit. There is no primary proof though,It is still debatable.
Ravana Existed in Treta Yuga and Ram existed in Dvapara Yuga .Sanskrit is the classical language of India, dating back to 3000 BC and Tamil language is more than 5000 years old and its literature is vast and varied. Tamil is one of the longest surviving classical languages in the world according to the so far physical evidences.
Since Ravan existed way years back before Ram, so there is a higher possibilty for him to speak in Tamil.
