Any art is creation of the artist's thougts and creativity. So exclusive art making is a very random subject, anyone can literally create anything, according to his/her imagination.
But sometimes, coincidentally more than one artists create same sort of art , with own's imagination.
Logically,it is just coincidental but the first copyright owner of that sort of art piece will be declared as the first owner and maker of that art piece. And this copyright law doesn't safeguard the creativity confidences.
