  • The more basic nitrogen is "2" because the nitrogen at '1' is involved in resonance with the benzene ring and nitrogen at '3' is in resonance with carbonyl carbon and is slightly sp2. But nitrogen at '2' position is sp3 hybridized and hence is more basic.
