Qatar which is ruled by Monarchy, conducts Central Municipal Council election for their 29 municipalities, elected representatives does not have any executive power, they can only make suggestions and follow up on them. CMC elections are held every four years, they are only ceremonial positions, real authority lies with the Monarchy.
Even after their first free Democratic election in Myanmar, still 25% of parliament seats are allocated to military officials and requires the consent of the 25% military officials in parliament to pass important acts and to make constitutional amendments.
