Which of the alkyl halides(with a clorine or a bromine)undergo hydrolysis at the fastest rate?What's the reason?

Tertiary alkyl halides are less stable(more reactive) towards elimination and SN1reactions as compared to secondary alkyl halides due to the formation of satble carbocation. However, the secondary ones are more reactive towards SN2 due to comparatively less steric hindrance.
