as chlorine has a atomic no 17 so it's electronic configuration will be 2,8,7 as it hv 7 electrons in its last shell i.e M shell , it means it needs one more electron to reach inert gas configuration. so when it will gain one more electron it will become negatively charged ion. and same in the case of oxygen. oxygen atom has to gain 2 electron to complete it's octet,so it will also become negatively charged.and we know that those ion which have negative charge are known as anion. so Oxygen chlorine are anions
