The third passage is directly taken from the "Tragedy of commons (Nature, 1968)" .

The tragedy of the commons is a situation in economics and ecology where individual users who have open access to a resource act independently according to their self-interest and, against the interests of all users, result in resource depletion through their uncoordinated action when there are too many users in relation to the available resources.

The hypothesis became known as the "tragedy of the commons" after Garrett Hardin's 1968 Science essay of the same name. It became one of the most critically analyzed and frequently mentioned scholarly publications ever produced, especially by anthropologists and historians.

Hardin, who wrote 27 books and 350 articles overall, demonstrates in this early essay that common usage will only work quite well as long as the population of people and animals is kept much below the carrying capacity of the land.
