Molarity = no of moles of solute/volume of solution

No of moles in 0.3 M NaCl = 0.3* 0.1 = 0.03 moles

No of moles in 0.4 M NaCl = 0.4* 0.1 = 0.04 moles

So in order to prepare 0.4M Nacl from 100 ml of 0.3 M Nacl, we should add 0.01 mol of NaCl or 0.585 gm NaCl.
