It should be noticed that feudalism was in decline lone before Qin Shi Huang united China. In the Spring and Autumn period (8th Century BC-5th Century BC), when a smaller state was annexed by a larger one, the ruler was usually unwilling to grant the land to his vassals (for fear that they become too strong), but also unable to govern it on their own. As a result the land became "hanging" (懸) administrations that were governed by an appointed official. These land would later be known as counties (縣).

By the middle of Warring States period (5th Century BC-221BC), more than 80% of the S&A states had been destroyed. In the remaining states, therefore, most of the land were already administered by counties. A higher level administrative division, commandery, was also established as the states grew considerably larger. Then came the centralized Commandery-County System of China that would last into the 7th Century. So when Qin Shi Huang's army set off to conquer the 6 states in 230BC, feudalism was already a thing of the past. Qin's army would easily crush any remaining small and weak feudal lords.
